Status of Earthquake reconstruction projects — NRA
Under the Government of Nepal, Nepal Reconstruction Authority (NRA) is responsible for leading and managing earthquake recovery and reconstruction initiative in Nepal. NRA provides the strategic guidance to identify and address the priorities for recovery and reconstruction, taking into account both urgent needs as well as long term plans.
NRA is working on objectives like building resilience among people and communities at risk in the earthquake-affected districts, developing new opportunities by revitalizing the productive sector for economic opportunities and livelihoods. To study and research the science of earthquakes, their impact including damages and effects, and post-earthquake recovery, reconstruction, resettlement, rehabilitation and disaster risk reduction.
Recently, NRA published a list of proposed projects which was agreed upon by the three parties, the three parties being the head department of the sector, NRA and the implementing organization.
The PDF published by NRA contains information (as you may see above) like implementing organizations, sectors and districts they are working in, along with the budget.
Since the PDF is in Nepali language, I translated the PDF to English. The raw data used in the analysis is available in OpenNepal.
The motive behind this blog is to extract the trapped information from PDF and pull meaningful insights from it.
- How are projects distributed in different districts?
- How much budget is allocated to different districts?
- Whether the information published by NRA is aligned with that of damage result presented in DRR portal?
Distribution of project in different districts
In NRA published PDF, it is difficult to see which districts are in focus and how many projects are planned in each district.
The plotted map below shows the distribution of projects across the districts. The shaded dark area represents the districts in which organizations are planning to work. Highly affected districts like Sindhupalchowk has highest number of projects as denoted by bigger bubble size.

Budget Allocation in districts and projects
The above map gives an idea of the volume of projects planned in each affected district. The bar chart below shows the planned projects and budget allocated in the districts.
Sindhupalchowk, Gorkha, Dhading are among the top districts which receive highest amount of budget and large number of projects compared to other districts.
Comparing the data from the DRR portal with NRA published PDF
National Disaster Relief and Recovery Information Platform (DRR portal), a government site, has built a visualization platform to show facts and figures under different thematic areas such as infrastructure, health, education, cultural heritage, agriculture, and geo-hazards etc. Click here to know more about DRR portal.
DRR portal has published different information related to Nepal earthquake 2015. I looked here to find the data about the most affected districts to see if they are also the highly focused districts of the NRA.
The table below shows the district wise data from DRR portal and NRA PDF. The idea is to see if the highly affected districts (in terms of damaged building and deaths) are the ones in which receives the high budget as per NRA.
In NRA published data, Sindhupalchowk, Gorkha, Dhading are the top three districts to receive the highest amount of budget. Whereas, in DRR reports, Kathmandu, Dhading, Nuwakot are the most highly affected district.
On a previous blog I wrote about the flow of incoming money into Nepal. In this blog, I was trying to see the picture of how money is being disbursed and which districts are on focus in the reconstruction plan of the government. I will post another blog about the extraction and process of data manipulation.
